César Mantilla

Deputy Director of Training and Capacity Building

César Mantilla is Deputy Director of Training and Capacity Building at AccessMatters. A social worker by training, they have over a decade of experience in HIV care, community engagement and behavioral health.

Throughout their career, César has sought to improve the quality of service delivery to individuals and communities throughout the gender spectrum. In pursuit of that goal, they have developed trainings and community events focusing on gender and sexuality. Additionally, they have facilitated various trainings throughout their career, including opioid overdose reversal, suicide prevention, and stress management. César is committed to anti-oppression and self-determination for individuals and communities, values that ground their work.

César hold in a Bachelor’s degree from New College of Florida and a Masters of Social Work from Temple University. Before arriving at AccessMatters, César worked at the City of Philadelphia Department of Behavioral Health and Intellectual disAbility Services where they coordinated community engagement, as well as work related to gender and sexuality
